Are scholarships from colleges only based on merit?

Actually, schools these days, especially top-tier ones are far more likely to give out *only* need-based scholarships, because the quality of the students that they accept tends to be very high in the first place almost uniformly. However, a lot of state schools offer merit-based; the ones I've seen were usually GPA/cl rank or SAT based.
