Federal Funding for Ethanol Fuel?

I'm doing a research project on why E85 is not in widespread use, and I'm looking for statistics on federal funding for Ethanol Fuels. I can't find the information anywhere, so I could use some help. Also, if you come across any particular reasons why it's not in widespread use, that would help as well. Thanks!
