Laptop problems, cant open Internet explorer.?

im am asking this from my main computer but i am trying to fix my sisters and am a bit stuck...i think she may have goten it infected, i have run a bunch of diagnostics and did a system restore abt a month back with still no results, i would add mozilla and try that but i cant install without IE to get the the site plz hlp me!!!!
