Is the intersection of K Street and Capitol Street in Washington, DC busy at 12 pm?

I am trying to book a bus trip from Toledo, Ohio to Charlotte,NC through Megabus.com. It has two stops where I change buses in Pittsburgh and DC. My problem is that the bus from Pittsburgh arriving into DC gets in at 12:25 pm and the bus leaving DC leaves at 12:45 pm. If I were to not take the 12:45 bus I wouldn't leave DC until 11 pm that night. I was wondering if anyone could tell me if these roads have high traffic volumes during the hours of 12 and 1 pm?
