How and why could Skippy the Bush Kangaroo effectively represent Australia's Culture?

A country is known in the world context by their cultural exports and historical achievements. Skippy could be Australia's most popular character ever so it is logical to use it as a symbol. I don't think it's gonna work as a mean to promote Australia among Japanese Youths -sometimes people of foreign affairs doesn't have a clue, to be honest.
